Analyst: Libya's Oil Revenues Used to Arms Militias
[LIBYAREVIEW] Libyan political analyst, Mukhtar al-Jadal confirmed that "oil revenues go to arming militias, not the Libyan people, who suffer from poverty and deteriorating economic conditions." During press statements, al-Jadal said there "is no mechanism for collecting oil revenues so far, and all that is presented are mere proposals. There are regions in Libya that produce oil and regions that export it, in addition to regions that do not benefit from oil revenues."

Notably, Fawzi al-Mansouri, a Major General at the Libyan National Army (LNA) said that oil revenues are being spent on funding militias.

He warned of the ongoing crisis with the Prime Minister of the outgoing Government of National Unity (GNU), Abdel-Hamid Dbaiba.

"The repercussions of the crisis between the LNA and Dbaiba threaten to truly collapse the unification of the military institution. Dbaiba is one of the people who does not want peace for Libya," al-Mansouri said in press statements

He described the GNU’s decision to stop paying LNA salaries as "political blackmail." As well as stressing that they are "prepared for all possible scenarios, whether peace or war. War is not new to us. The international community should have forced Dbaiba to hand over power to the government appointed by Parliament."

"The path that was agreed upon, including the understandings between 5+5 Joint Military Commission (JMC), and other steps disturbed Dbaiba, who wants chaos," he concluded.

On Sunday, Prime Minister-designate, Fathi Bashagha accused Dbaiba of seeking to deepen divisions in the country.

In a statement, Bashagha also accused the GNU of "deliberately wasting public money, harnessing it for narrow personal and political interests, and misusing oil revenues in an outrageous form of corruption. This corruption threatens the financial position of the state, and undermines the rights of the Libyan people towards their capabilities and wealth, which have become dependent on the will of an outlawed gang."

Germany: Top court upholds Syrian's conviction as accessory to torture
[AlAhram] A top German court has quashed an appeal by an ex-member of Syria's secret police convicted on torture-related charges. His conviction on charges of being an accessory to crimes against humanity was a landmark verdict.

Germany's top criminal court said on Tuesday that it had turned down the appeal of a Syrian man convicted last year of facilitating the torture of prisoners as a member of Syria's secret police.

The Federal Court of Justice ruled that the verdict and prison sentence handed down by a court in the western German city of Koblenz in February 2021 contained no legal errors. Its decision means the man's conviction cannot be challenged further.

The man, identified as Eyad A.
...sometimes known as Eyad A-G, he left Syria in 2013, arriving in Germany five years later — before the rush...
under German privacy laws, was convicted of being an accessory to crimes against humanity and sentenced to 4 1/2 years in prison by the court in Koblenz.

He was found guilty of having been involved in the transport of 30 people arrested during peaceful anti-government protests in 2011 to a prison where they were subjected to inhumane treatment and torture.

The verdict was the first time that a court outside of Syria had ruled in a case where Syrian government officials were accused of committing crimes against humanity.

A.'s testimony was key in the later conviction of a second Syrian ex-official, who received a life sentence from the Koblenz court in January for involvement in the torture of 4,000 people and the death of at least 27 other prisoners.
That’d be Anwar R., a high ranking official in Syria's General Intelligence Service who applied for German asylum in 2014, then was arrested for being evil in 2019.
The crimes were carried out amid a massive clampdown on dissent by the regime of Hereditary President-for-Life Bashir Pencilneck al-Assad

politician Selahattin Demirtas said on Tuesday that she was allowed by Ottoman Turkish authorities to visit her husband nearly half a year after their last meeting.

Basak Demirtas said in a tweet that her husband was "strong and in high morale as usual."

She last visited the Kurdish politician on November 12.

on Tuesday said Ankara was aiming to encourage one million Syrian refugees to return to their country by building them housing and local infrastructure there.

is today home to more than 3.6 million Syrian refugees, who fled after a civil war broke out in 2011 in Turkey's southern neighbour.

Erdogan is facing rising public anger over the refugees' presence and is wary of the issue dominating next year's presidential and parliamentary elections.

"We are preparing a project for the return of one million of our Syrian sisters and brothers to their home country," Erdogan said in a video address.

He said his government would work with international and local civil society organizations to reach the goal.

The video was broadcast to hundreds in Idlib, northwestern Syria, during a ceremony to hand out keys to houses that Turkey has constructed in the war-torn country's north for displaced Syrians, an AFP correspondent said.

Erdogan said around 500,000 Syrians have returned to "safe zones" on the Turkey-Syria border since 2016.

Turkey plans to encourage more to return by building more houses for the returnees inside Syria.

"We will carry out this project with 13 local assemblies in the region, especially in Azaz, Al Bab, Tal Abyad and Ras-al Ayn and it's pretty comprehensive," Erdogan said.

Under the project, Turkey will also help build a school and a hospital to serve those returning, and help with infrastructure needed by the local economy, "from agriculture to industry."

Ottoman Turkish Interior Minister Suleyman Soylu on Tuesday visited the Kammouneh camps in Sarmada region, northwestern Syria, for the ceremony.

Speaking to a jubilant crowd waving Ottoman Turkish flags, Soylu said Turkey would continue to support Syrians and at least 100,000 homes would be ready by the end of 2022 in the region.

Turkey has welcomed nearly five million refugees in total including Syrians and Afghans but their presence has caused tensions with locals, especially as the country suffered an economic crisis last summer.

Civil society associations and aid groups fear refugees will be used as a scapegoat for the country's problems in the 2023 electoral campaign as Erdogan faces an angry populace.

Several opposition parties regularly call for the return of Syrian refugees to their home country.

Ottoman Turkish officials in mid-April banned Syrian refugees from temporarily visiting Syria to see their families for the Eid al-Fitr holiday in early May, which marked the end of the holy month of Ramadan.

Erdogan's junior nationalist alliance partner, the MHP, said any refugee who returned to Syria for the holiday should not be allowed to enter Turkey again.

Situation in Shingal calm following days of clashes: officials
[Rudaw] The Iraqi army said on Tuesday that the situation in the Yazidi heartland of Shingal is "secure" following two days of intense, deadly fighting with a militia group affiliated to the Kurdistan Workers’ Party (PKK) which called the environment "calm."

On April 18, festivities erupted between the Iraqi army and the all-Yazidi, PKK-affiliated Shingal Resistance® Units (YBS) when the latter opened fire on an army convoy that did not stop at a checkpoint in the north of the region.

Tensions escalated on Sunday when the Iraqi army attempted to control checkpoints held by the YBS, which connected key sub-districts of Sinune and Khanasur to nearby areas. The festivities led to the death of an Iraqi soldier and a YBS krazed killer.

A top Iraqi military delegation visited Shingal on Tuesday. The Joint Operations Command (JOC) said in a statement later in the day that "Shingal is secure and there is no presence of armed forces," as reported by state media.

Spokesperson for the Command, Major General Tahsin al-Khafaji, also told state media on Tuesday that the situation in Shingal is "completely stable."

Haso Ibrahim, deputy co-chair of the self-proclaimed Shingal Autonomous Administration, which the YBS is a part of, told Rudaw’s Jafar Mubasher on Tuesday that, "the situation is calm now."

"People are in a good condition and they are doing their normal work," he said, adding that it is "normal" that some people were displaced.

At least 701 families, consisting of 4,083 people, have left Shingal and its surrounding areas since Sunday for the Kurdistan Region, mainly Duhok, Hussein Kalari, director general of the Kurdistan Regional Government’s (KRG) Joint Crisis Coordination Centre (JCC) said in a presser on Tuesday.

(ISIS) attacked the town in 2014, the terror group killed and kidnapped thousands of people, with thousands of others displaced to the Kurdistan Region, mostly residing in camps in Duhok.

The Iraqi government and the KRG signed an agreement in 2020 to "normalize" the situation in Shingal, which includes the withdrawal of all PKK-affiliated forces in the city. The agreement has been rejected by the PKK and its proxies.

Ibrahim also told Rudaw on Tuesday that Shingal is an Iraqi town and the Iraqi army can be present anywhere there, adding that the YBS is officially part of the Popular Mobilization Forces (PMF or Hashd al-Shaabi) and receives their budget from it.

The Iraqi army claimed on Monday that it had controlled several roads in Shingal which were previously held by the YBS, but Ibrahim said the militia group is currently present in all parts of Shingal and that they run the checkpoints jointly with the army.

Vian Dakhil, a Yazidi MP in Baghdad who represents Shingal, told Rudaw’s Nwenar Fatih late Monday that the Shingal issue is "complicated," adding that, "The presence of the YBS in Shingal is a political issue and there is a regional agenda behind the presence of these forces."

Qabalan says voting is 'religious duty', calls for 'purging state of US influence'
[NAHARNET] A senior Shiite holy man, Sheikh Ahmed Qabalan, on Tuesday announced that voting in the upcoming parliamentary elections is a "national and religious duty," as he called for "purging state administrations and institutions of U.S. influence."
"We reiterate that one of our biggest national and electoral battles must be focused on purging state authorities, administrations and institutions of U.S. influence," Qabalan said in his Eid al-Fitr sermon.

Addressing "Lebanese in general and Shiites in particular," Qabalan added: "The electoral juncture is a major act of worship and a crucial national, moral and religious duty. Hesitation is forbidden or rather haram (banned in Islam), leaving the electoral battle is haram and a blank ballot is haram, because God entrusts us with the country and its authorities."
