State lawmaker wants to rework foot-chase policy and end a legal defense police use: ‘No way we could continue to go on like this'
[ChicagoSunTimes] After the release of a video showing a police officer fatally shooting 13-year-old Adam Toledo, a state lawmaker says it’s time to end a legal defense commonly used by police officers and revamp the policy surrounding chasing suspects.

“I just think it’s really sad to see it,” state Rep. La Shawn Ford said. “We need to look at the city, and how certain communities are still neglected, and how Black and Brown people are still neglected.

The West Side Democrat is a sponsor of a bill that creates the “Bad Apples in Law Enforcement Accountability Act of 2021.” He said dealing with the legal protection known as qualified immunity “is a must.”

Merrick Garland repeals Trump-era directive limiting ‘consent decrees' in federal police oversight
[JustTheNews] Attorney General Merrick Garland on Friday rolled back a Trump-era directive that significantly limited the use of "consent decrees" between local governments and federal authorities looking to regulate local police forces.
Thank goodness Senator Mitch McConnell kept this man off the Supreme Court.
A "consent decree" is a type of agreement between two parties, usually overseen by a court, that spells out procedures and processes in order to resolve disputes without assigning criminal liability to either party.

The Obama administration had been known to use consent decrees with local governments to target police forces allegedly guilty of civil rights violations. A 2018 memo by Jeff Sessions sharply limited the situations in which the federal government could enter into those decrees, with Sessions noting that the arrangements can "deprive the elected representatives of the people … of control of their government."

On Friday, Garland rolled back that memo, issuing his own directive to rescind Sessions's order and stating that the Justice Department "will return to the traditional process that allows the heads of litigating components to approve most settlement agreements, consent decrees, and the use of monitors in cases involving state and local governmental entities."

"Together, we will continue the Department's legacy of promoting the rule of law, protecting the public, and working collaboratively with state and local governmental entities to meet those ends," Garland claimed in the memo.

Professor gets $150K settlement in Islamic terrorism quiz controversy
[CollegeFix] Three questions on a May 2020 college quiz about Islamic terrorism at Arizona’s Scottsdale Community College led to public outcry and a lawsuit from a Moslem student, who charged that "correct" answers would amount to a denial of his faith.

Now, the college system has paid $150,000. However the money went not to the student but to the professor of that course to forego his own legal action, the Phoenix New Times reported.

The quiz was part of an Islamic terrorism module of Professor Nicholas Damask’s world politics course.

Damask has taught at Scottsdale Community College for more than 20 years. He received his "PhD in Political Science from the University of Cincinnati, where he concentrated in American Political Thought and Contemporary Political Violence," according to his official college bio.

Just the News reported the questions that offended student Mohammed Sabra. They were, in summary:

1. Who do Islamic turbans "strive to emulate"?
2. Which verses of the Koran are used to encourage terrorism?
3. When is terrorism justified in Islam?

The answers were:

1. Mohammad
2. The Medina verses
3. During (or in the context of) jihad

Sabra argued that to give "correct" answers on this quiz would be to condemn his own faith, according to several news reports.

Damask countered that the answers had to do with the beliefs of terrorists, not the underlying truth of Islam.

The Council on American Islamic Relations sued the college on behalf of Sabra, charging that the quiz amounted to a violation of his, and other Moslems’, First Amendment rights.

Susan Brnovich, a U.S. District Court Judge for Arizona, tossed the lawsuit in August 2020 and the case is being appealed to the Ninth Circuit.

Before the initial case could be litigated, however, the president of Scottsdale Community College, Christina Haines, attempted to hand down her own ruling in the court of public opinion.

The New Times reported:

President Haines posted a message on social media stating that the quiz content was "inaccurate, inappropriate, and not reflective of the inclusive nature of our college...SCC deeply apologizes to the student and to anyone in the broader community who was offended by the material." The instructor, who wasn’t initially named, would apologize to the student, Haines asserted.

But Damask did not apologize as advertised.

As thousands of angry Moslem emails poured into his inbox, including some death threats, Damask "grabbed family members, threw some things in a suitcase, and fled his home temporarily," the New Times reported.

He also spoke to the press at the time.

"The college basically broke every single rule about handling a student grievance that we have, all in the name of handling public relations," Damask told the New Times last May.

He received support from the academic freedom group Foundation for Individual Rights in Education, which informed the umbrella Maricopa County Community College District that it was violating Ninth Circuit Court precedents related to academic freedom.

That warning, and Damask retaining counsel, appears to have made the difference for him professionally.

The college district issued an apology to Damask for how his case was handled. It also paid him for his troubles and his silence.

In a settlement that the New Times uncovered with a Freedom of Information Act request, the district paid Damask $155,000, with $30,000 of that designated for his lawyer, in return for him foregoing the right to sue the school system or disparage its officials.

Consistent with that non-disparagement agreement, Damask is no longer talking to the press about his case.

Afghanistan
China may send peacekeeping force to Afghanistan after US troops leave, observers say
[South China Morning Post] Beijing may consider
...goodness, that’s decisive...
sending a peacekeeping force to Afghanistan if the security situation in the South Asian country poses a threat to the neighbouring Chinese province of Xinjiang after American troops pull out, analysts said.

US President Joe Biden said on Wednesday that he would withdraw all remaining US troops — about 2,500 — from Afghanistan by September 11, the 20th anniversary of the terrorist attack in New York.

The withdrawal may pose a threat to Afghanistan’s security and stability, which could spill over into Xinjiang and disrupt China’s counterterrorism efforts.

In 2018, China trained Afghan troops and helped set up a mountain brigade. The training took place in China and the aim of the brigade was to counter possible attacks by al-Qaeda and Islamic State.
Not the Taliban?
"The security forces of the Afghan government are not capable of ensuring Afghan security," said Sun Qi, an international relations specialist at the Shanghai Academy of Social Sciences.

"The situation in Afghanistan might go further into chaos in the future. Cross-border crime, drug trafficking and smuggling of firearms may proliferate," he said.
Very probably, yes.

#4  A mild dissent: you want your income, or assets, or retirement portfolio to be sound? If those are in America and denominated in $, then you damn well want the US economy and US-based rules to dominate, with the $ as the reserve currency.

And those things -- that global economic system - depends crucially on the USN and the USAF.

If the SLOCs aren't open, and China's not restrained, then no more stability. No stability, and you can expect your $-denominated assets to halve in value in short order.

So yeah, the MIC in this country is a small price to pay for some $50 trillion+ in Americans' personal wealth that's on the line.

A good bargain for us. Probably for the world as well - definitely for all the Asian nations and for Mexico.

So Praise the Lord, and pass the pork ammunition

Tunisian President Fears the Use of Constitutional Court to Overthrow Him
[ENGLISH.AAWSAT] Tunisian President Kais Saied fears political parties will use the Constitutional Court to settle political scores, including removing him from his post, according to several politicians.

The leaders indicated that the president did not sign a number of decrees and refused to receive the new ministers for constitutional oath following the ministerial reshuffle made by Prime Minister Hichem Mechichi.

"They want it to be a court for settling scores," said Saied, asserting that he will implement the constitution despite not being convinced with a number of provisions.

The President, who is a professor of constitutional law, added that the constitution will prevail over all other legislation.

Addressing his political rivals, Saied warned that the Constitutional Court should not be toyed with, asserting that through the law, Tunisians will restore their right in their country and state.

Earlier this month, the president refused to sign the constitutional court law amendments introduced by the parliament, saying he has the right to resort to legal arguments, such as the constitutional deadlines stipulated in the 2014 constitution.

He also stressed the need to respect all provisions of the constitution aside from any "unscientific, and even malicious interpretation," which brought to attention the possibility of using the Constitutional Court to overthrow him.

Breonna Taylor's mom slams BLM chapter in Louisville as a 'fraud'
[NYPOST] The mom of Breonna Taylor
...the police raided her apartment because she was holding the profits of her old boyfriend, a drug dealer, while living with her new boyfriend, another drug dealer. The new boyfriend shot at the police while hiding behind her, allowing her body to absorb the bullets aimed back at him...
slammed a Black Lives Matter chapter as a "fraud" in a since-removed social media post.

"’I have never personally dealt with BLM Louisville and personally have found them to be fraud, (state Rep.) Attica Scott another fraud," Tamika Palmer wrote on Facebook.

The post was apparently removed from Facebook early Saturday, though it’s unclear why or by whom.

Taylor, 26, was shot and killed by Louisville, Ky., police in March 2020 during a botched drug raid, her death one of several at the hands of police that inspired Black Lives Matter protestors to riot in cities across the United States last year.

Palmer’s savaging of BLM comes just days after The Post reported BLM co-founder and avowed Marxist Patrisse Khan-Cullors had snapped up at least $3.2 million in real estate.

Scott, singled out in the post, has been one of the state’s leading proponents of a ban on no-knock police warrants. Taylor was killed during a no-knock raid on her apartment. The City of Louisville paid Taylor’s family $12 million in September following a wrongful death suit.

"I’ve watched ya’ll raise money on behalf of Breonna’s family who has never done a damn thing for us ... talk about fraud," Palmer wrote. "I could walk into a room full of people who claim to be here for Breonna’s family who don’t even know who I am ... I’m so sick of some of y’all ... I’m done with this s##t enough is enough."

Muslim Brotherhood Members in Ankara Fear the Turkish-Egyptian Rapprochement
[ENGLISH.AAWSAT] The young members of the Moslem Brüderbund organization fear "upcoming scenarios" after recent reports about the Ottoman Turkish-Egyptian rapprochement, while the leadership ignores the situation, according to a number of experts in Egypt.

The experts told Asharq al-Awsat that if the Ottoman Turkish authorities began deporting some wanted young men to Cairo, within the framework of rapprochement, those who do not have the support of the leaders will be sent back home.

Expert on fundamentalist movements Amr Abdel Moneim asserted that the youth of the Brotherhood are in a state of confusion and uncertainty.

Erdogan Defends Minister after Spat With Greece
[ENGLISH.AAWSAT] Ottoman Turkish President His Enormity, Sultan Recep Tayyip Erdogan the First
...Turkey's version of Mohammed Morsi but they voted him back in so they deserve him. It's a sin, a shame, and a felony to insult the president of Turkey. In Anatolia did Recep Bey a stately Presidential Palace decree, that has 1100 rooms. That's 968 more than in the White House, 400 more than in Versailles, and 325 more than Buckingham Palace, so you know who's really more important...
on Friday robustly defended his foreign minister after he traded barbs in an unusually public spat with his Greek counterpart.

Greek Foreign Minister Nikos Dendias’s visit to Ankara on Thursday ended in disarray when he and Ottoman Turkish Foreign Minister Mevlut Cavusoglu used their closing statements to accuse each other of discrimination and violating international laws.

"The Sick Man of Europe Turkey
...the only place on the face of the earth that misses the Ottoman Empire...
has violated international laws and conventions in the Aegean Sea and in the eastern Mediterranean," Dendias told Cavusoglu at one point, AFP reported.

"Turkey has carried out 400 (military) flights over Greek soil," said Dendias.

"If you heavily accuse my country and people before the press, I have to be in a position to respond to that," Cavusoglu retorted.

The oddly undiplomatic press event became the dominant talking point on Ottoman Turkish news shows and overshadowed what was meant to be an attempt by the two NATO
...the North Atlantic Treaty Organization. It's headquartered in Belgium. That sez it all....
neighbors to mend ties after a year of disputes.

It was the first time the two ministers met since the two countries teetered on the edge of war when their gunboats collided during a Ottoman Turkish push into disputed eastern Mediterranean waters last August.

Erdogan said Cavusoglu "could not be any softer" with Dandias because "that would not suit our country or people."

"Our foreign minister put him in his place in the face of this behavior and attitude," Erdogan told news hounds after attending Friday prayers in Istanbul.

The Ottoman Turkish leader said his own meeting with Dendias earlier that day was held in a "warm atmosphere."

Dendias had also described his talks with Erdogan as "extraordinary."

Turkey had said last month that Dendias was coming to prepare what could have been a groundbreaking summit between Erdogan and Greek Prime Minister Kyriakos Mitsotakis.

But the heated exchange highlighted the deep diplomatic divide that stands between the two neighbors and no summit was announced.

The disagreements on Thursday included each country’s treatment of their respective Ottoman Turkish Moslem and Greek Orthodox minorities.

Erdogan took issue with Dendias’s decision to pay a visit to the spiritual leader of Eastern Orthodox Christians in Istanbul on Wednesday.

"You don’t show the necessary ... concern for our 150,000 (Turks in Greece). You appoint their chief mufti," Erdogan said. "We do not appoint the patriarch here."

[DAWN] Federal Minister for Information and Broadcasting Fawad Chaudhry said on Saturday that the writ of the state could not be challenged and that the situation in the country had returned to normal after countywide protests by the now proscribed Tehrik-e-Labbaik Pakistain (TLP) over the arrest of its chief Saad Hussain Rizvi. While speaking to the media in Rawalpindi after visiting injured coppers in the protests, the federal minister said that he congratulated the interior ministry, religious affairs ministry and provincial governments for jointly taking action to successfully control the protests and "it was once again firmly established that state writ can’t be challenged".

Chaudhry said Pakistain was the world's fifth biggest country (by population) and an atomic power, questioning how anyone could undermine it and its state.

"Pakistain's state is not a weak state at all and no one should make the mistake of misunderstanding this," he said, adding that Pakistain also had the "biggest defence system and army" in the Moslem world.

"So those who wanted to undermine Pakistain should remove that misunderstanding of theirs," he said.

He said that in a "functional democracy", there were different points of view and they were listened to but no one could attempt to blackmail the government or think they could exert power over it.

"The situation in all of Pakistain at this time has become normal," said Chaudhry and further expressed his regret for yesterday's social media ban for three-four hours, saying it had been "necessary".

He alleged that prior investigations on sectarian riots and organizations had found the involvement of the Indian intelligence agency, RAW
... India's Research and Analysis Wing, Pakistain's equivalent of the Boogie Man...
, so "here too there are parties who are used and many times they don't even know whose hands they are playing into."

Iran, EU report ‘progress’ in Vienna nuclear talks
[IsraelTimes] Talks on Iran’s nuclear program aimed at salvaging a 2015 deal made "progress" Saturday, a day after Tehran says it had started producing uranium at 60 percent purity.

envoy Enrique Mora says that "progress has been made in a far from easy task. We need now more detailed work."

Russian ambassador to Vienna Mikhail Ulyanov adds that "participants took note with satisfaction of the progress made so far and expressed determination to continue negotiations with a view to complete the process successfully as soon as possible."

Speaking to news hounds, China’s envoy to the talks, Wang Qun, says that "all parties have agreed to further pick up their pace in subsequent days by engaging (in) more extensive, substantive work on sanctions-lifting as well as other relevant issues," Rooters reported.

Iran’s deputy foreign minister and head of the delegation to Vienna, Abbas Araghchi, says that there were "good discussions" in the session and that "a new understanding is being formed."

"There’s an agreement on a final target between all. The path is now more clear. But the path will not be an easy path. There are some serious differences," he adds.

The ongoing discussions involved EU officials and representatives from Britannia, China, La Belle France, Germany, Russia and Iran. The talks are aimed at determining which sanctions the United States should lift and the measures Iran has to take in order to rein in Tehran’s nuclear program.

Iraq
Al-Kadhimi: clerics must participate in the National Dialogue
[SHAFAQ] The Prime Minister of Iraq, Mustafa al-Kadhimi, invited Iraq's holy mans to take in the highly anticipated "National Dialogue", deeming the "poised dialogue" a crucial element of Iraq's stability.

In an Iftar feast attended by a group of holy mans, al-Kadhimi said, "We stress the need for the moderate discourse that contributed to the salvation from the sectarian phase that Iraq went through."

"Recently, I invited to a national dialogue between all Iraqi people to build and support Iraq's future. Clerics must play a vital role in this dialogue. This holy month and its spiritual atmosphere are an opportunity to bolster the efforts in this direction."

"Religious dialogue can play an essential role in getting over the wounds of the past."

"Iraq is playing its historic role in converging the views in the region. It started to recover. We must all work to restore the state's prestige by construction and believing in citizenship and national affiliation."

Amid an Internal dispute within the PMF, al-Kadhimi receives a parcel bomb in Erbil airport
[SHAFAQ] It is hard to believe that the perpetrators of Wednesday night's attack on Erbil airport chose its timing by mere coincidence.

The attack was carried out by a booby-trapped drone, in an unprecedented escalation in the types of arms used to target U.S.-led Global Coalition forces based there.

Rockets landed in the airport in mid-February, killing a civilian contractor and injuring five others - including a U.S. soldier.

Southeast Asia
Report: Slow Reforms Could Push Former Philippine Muslim Rebels Back to Fighting
[BenarNews] A fragile peace in an autonomous Moslem region in the southern Philippines is at risk from gangs which could sabotage the slow process toward normalization as economic momentum lags, an international conflict-monitoring group is warning.
If the region is autonomous, shouldn’t the locals be responsible for improving the situation?
The normalization process, which aims to bring a lasting peace to the Bangsamoro region after decades of war is behind schedule, with the coronavirus (aka COVID19 or Chinese Plague)

Syria-Lebanon-Iran
IAEA confirms Iran is enriching uranium to 60% at above-ground facility at Natanz
Above ground? That seems unwise — that’ll make it even easier for the Israelis to get to it this time.

has started the process of enriching uranium to 60% fissile purity at an "above-ground facility" at its Natanz Enrichment Plant in Natanz, the UN nuclear watchdog says in a statement to Rooters, confirming earlier announcements made by Iranian officials.

"The Agency today verified that Iran had begun the production of UF6 enriched up to 60% U-235 by feeding UF6 enriched up to 5% U-235 simultaneously into two cascades of IR-4 centrifuges and IR-6 centrifuges at the Natanz Pilot Fuel Enrichment Plant," the ineffective International Atomic Energy Agency says.

A bomb early on April 11 blew up the main and backup power supply to the underground enrichment facility. It caused damage to various kinds of the 6,000 centrifuges there and set back enrichment for 6-9 months, according to Israeli and American reports. However,
we can't all be heroes. Somebody has to sit on the curb and applaud when they go by...
Iran on Saturday released video purporting to show the underground facility resuming activity.

With Food and Fuel, Hezbollah Braces for the Worst In Lebanon Collapse
[ENGLISH.AAWSAT] Leb
...an Iranian colony situated on the eastern Mediterranean, conveniently adjacent to Israel. Formerly inhabited by hardy Phoenecian traders, its official language is now Arabic, with the usual unpleasant side effects. The Leb civil war, between 1975 and 1990, lasted a little over 145 years and produced 120,000 fatalities. The average length of a ceasefire was measured in seconds. The Lebs maintain a precarious sectarian balance among Shiites, Sunnis, and about a dozeen flavors of Christians. It is the home of Hezbollah, which periodically starts a war with the Zionist Entity, gets Beirut pounded to rubble, and then declares victory and has a parade. The Lebs have the curious habit of periodically murdering their heads of state or prime ministers...
’s Hezbollah has made preparations for an all-out collapse of the fracturing state, issuing ration cards for food, importing medicine and readying storage for fuel from its patron Iran, three sources familiar with the plans told Rooters.

The moves, responding to a grave economic crisis, would mark an expansion of services provided by the armed movement to its support base, with a network that already boasts charities, a construction firm and a pension system.
