Algeria protests: president to quit before end of mandate’
[PRESSTV] Apparently running out of concessions to angry protesters, Algeria’s president says he is to resign before his mandate runs out towards the end of this month.

Two Pak men, a Yemeni man and a Nigerian woman were executed in the holy city of Makkah, the ministry said in statements carried by the official Saudi Press Agency.

Fifty-three people have been executed in the kingdom since the beginning of the year, according to a count based on official data released by SPA.

The ultra-conservative kingdom has one of the world's highest execution rates, with those convicted of terrorism, homicide, rape, armed robbery and drug trafficking facing the death penalty

The 73-year-old leader has been in jail since February 2018, when she was sentenced to five years in prison for alleged corruption in the establishment of an orphanage fund when she was prime minister from 1991 to 1996.

The High Court later extended her sentence to 10 years.

Danish parties agree to strip ‘ISIS children' of citizenship
[VOE] n a landmark decision between the government and its right-wing allies, Denmark won’t recognize "ISIS children" as Danish nationals, and will make it easier to revoke citizenship from their terrorist parents in absentia, with no court involved.

The children of Denmark’s jihadists who left their country to join the terrorists’ cause in the Middle East will no longer be automatically granted Danish citizenship, according to a new agreement between the government and the right-wing Danish People’s Party.

Integration Minister Inger Støjberg of the ruling liberal-conservative party Venstre, said the practice of automatically granting citizenship must end.

"They are born to parents who have turned their backs on Denmark, and therefore should not belong in Denmark", Støjberg told Danish Radio.

The Danish People’s Party’s spokesman Christian Langballe welcomed this step, stressing that it is consistent with his party’s wishes.

The Sublime Porte, also known as the Ottoman Porte or High Porte (Ottoman Turkish: باب عالی‎ Bāb-ı Ālī or Babıali, from Arabic: باب‎, bāb "gate" and Arabic: عالي‎, alī "high"), was a synecdochic metonym for the central government of the Ottoman Empire.

The name has its origins in the old Oriental practice in which the ruler announced his official decisions and judgements at the gate of his palace.[1] This was the practice in the Byzantine Empire and it was also adopted by Ottoman Turk sultans since Orhan I, and therefore the palace of the sultan, or the gate leading to it, became known as the "High Gate". Turks voted to elect scores of mayors, city council members, and other local officials on Sunday, in what the Ottoman Turkish head of state had described as a matter of "survival" for the country and his Justice and Development Party (AKP), which has ruled Turkey for more than 16 years.

Initial vote counts reported by Ottoman Turkish media show that the AKP has lost the mayoral race in the capital Ankara to the opposition Republican People’s party (CHP), a first in the past 25 years.

With 99 percent of the ballot boxes counted, Mansur Yavas, the candidate of the opposition alliance, was winning with 50.89 percent of the votes in the capital while the AKP was lagging behind with 47.06 percent, state-run Anadolu news agency reported, citing preliminary results.

The CHP also claimed victory over AKP in its Aegean coastal stronghold of Izmir, the country's third largest city.

Things did not look well for the AKP in Istanbul either as Supreme Election Board (YSK) chairman Sadi Guven said Monday morning that Imamoglu was in the lead by around 28,000 votes.

Earlier, mayoral candidates from both parties claimed victory in Istanbul.

AKP candidate and former Prime Minister Binali Yildirim claimed early victory but Imamoglu disputed the claim and projected himself as the winner, accusing Yildirim of "manipulation" by declaring victory.

The ruling party's officials said they would challenge thousands of ballots in Istanbul and Ankara.

The results are considered a heavy blow to the AKP, which under Erdogan's leadership has won every election since it first came to power in 2002.

The people have voted in favor of democracy. They have chosen democracy," said CHP leader Kemal Kilicdaroglu.

Trial Begins for ex-U.S. Cop who Fatally Shot Australian Woman
[AnNahar] Jury selection began Monday in the murder trial of a former Minnesota police officer who fatally shot an unarmed Australian woman in 2017, provoking outrage in the United States and in the victim's home country.

Police say Mohammed Noor shot Justine Damond in Minneapolis in July 2017 while in the passenger seat of his police car. She had approached the cruiser after calling police to report a possible rape in the dark alley behind her home. Damond was shot once in the abdomen and died at the scene.
It’s odd that Mr. Noor chose this particular line of work. According to his neighbours, he is by nature ill tempered and jumpy, and dislikes women, children at play, and African-Americans.
Noor was fired from the police force and charged with second-degree and third-degree murder, as well as second-degree manslaughter.

He has pleaded not guilty

The murder charges carry sentences of up to 25 years for the second-degree charge and up to 10 years for the third-degree.

The prosecution has claimed Noor acted unreasonably -- shooting at someone he did not clearly see, while his partner was in the line of fire.

Noor's attorneys have indicated they plan to mount a self-defense argument. Attorney Tom Plunkett has said his client "acted as he has been trained and consistent with established departmental policy."

Dozens of prospective jurors were given initial instructions Monday and handed questionnaires. Court proceedings ended by late morning and were scheduled to resume Wednesday.

The presiding judge, Kathryn Quaintance, has barred prosecutors from presenting evidence of Noor's past work history. That history includes an incident in which Noor allegedly pointed a gun at a motorist during a traffic stop, and occasionally refused to respond to police calls,

Minnesota Public Radio reported that Noor was deemed "asocial and socially introverted" in his pre-employment psychological test, but that there were no signs of disqualifying mental illness.

Damond's killing caused international outrage. The 40-year-old Australian had moved to the United States to marry her American fiance, Don Damond, whose name she had already legally adopted, changing from her maiden name Ruszczyk. Her Australian relatives and the country's government demanded an explanation, while protests in Minneapolis led to the resignation of the city's police chief.

Across the country, prosecutors have had difficulty securing convictions against officers accused of wrongful shootings that often include racial overtones. Trials have mostly resulted in hung juries or acquittals, which at times have caused civil unrest in American cities.

Another Minnesota officer, Jeronimo Yanez, was fired from his job but acquitted after fatally shooting black motorist Philando Castile in 2016.

There were several days of protests in Saint Louis, Missouri in 2017, after a judge concluded there was not enough evidence to convict former officer Jason Stockley for shooting Anthony Lamar Smith after a 2011 car chase.

This is an example of what peeves me about affirmative action - jiggering the selection and standards in order to get the 'correct' numeric results. When the outcome is people who can't do the job, the public suffers.

Peshmerga salaries will come from Baghdad: Iraqi MP
[Rudaw] The Kurdistan Regional Government’s Peshmerga ministry is waiting for procedures between the Iraqi Ministry of Defense and Ministry of Finance to finish in order for Peshmerga salaries to be sent by Baghdad.

"Baghdad has promised to send the money," Chief of Staff of the Ministry of Peshmerga Jabar Yawar told Rudaw.

In the past, the Kurdistan Region often complained to the consecutive governments in Baghdad that failure to send Peshmerga salaries was a violation of the Iraqi constitution.

But the Kurdistan Regional Government (KRG) and Iraqi Prime Minister Adil Abdul-Mahdi reached an initial agreement for the problem. The deal finally led to the approval of the 2019 budget in which 68 billion dinars has been allocated for monthly Peshmerga salaries.

The Finance Committee in the Iraqi parliament initially asked for 120 billion dinars ($100.6 million) to be allocated for Peshmerga salaries monthly, but Baghdad didn’t approve it, explained member Ahmad Haji Rashid. Kurdish MPs settled for 100 billion dinars.

"Now they have allocated 68 billion dinars ($57 million) monthly in the [budget] law," Rashid claimed.

Efforts are underway to professionalize Peshmerga forces and command both internally and externally.
Previous Iraqi governments under PMs Nouri al-Maliki and Haider al-Abadi refused to send Peshmerga salaries on the pretext the Peshmerga payroll was unclear and inflated.

"It is the first time Peshmerga salaries are fixed in the Iraqi budget law. And this is a guarantee that these salaries will be sent to the Kurdistan Region monthly," Rashid said.

Salaries have not been sent yet because of outstanding issues between the Iraqi Ministry of Defense and Ministry of Peshmerga, according to Parliament Finance Committee member Ahmad Safaar.

"There is dialogue and exchange of opinions between both ministries aiming at reaching a better mutual understanding between them. Then the 68 billion dinars will be monthly sent along with employee salaries," Safaar said.

After the Iraqi budget law for 2019 was approved by the parliament, the Iraqi Ministry of Finance asked the Ministry of Peshmerga to submit a letter detailing Peshmerga salaries.

"We have sent a letter to the Iraqi Ministry of Defense regarding this and we are prepared for any coordination and cooperation in an attempt to give them a clearer idea about Peshmerga forces or anything else they want explained so that they send Peshmerga salaries. But they haven’t asked us for anything yet," Yawar said.

The Kurdistan Region’s Peshmerga are constitutionally enshrined as an element of the Iraqi Security Forces. In reality, the Peshmerga have their own chain of command ‐ separate from the Iraqi forces.

PA stops referring Palestinian patients to Israeli hospitals
Now that they’ve forfeited the tax money because they insist on providing pensions to terrorists, they can’t afford Israel’s world class medicine. The heart bleeds. Or burns, anyway.
[IsraelTimes] The Paleostinian Authority Health Ministry has stopped referring Paleostinians in the West Bank and the Gazoo Strip to Israeli hospitals, a Paleostinian official confirmed on Monday.

Government-affiliated and independent Paleostinian news outlets first reported late last week that the PA ceased referring Paleostinians to Israeli hospitals.

"We will no longer refer patients to Israeli hospitals because Israel has been overcharging us for medical services and taking funds for medical bills without our permission," PA Health Ministry front man Osama al-Najjar told The Times of Israel.

The PA has long paid for most medical bills of Paleostinians, whom it refers to Israeli hospitals to receive treatment that Paleostinian hospitals do not have the resources to provide. According to Najjar, in the past year, the PA sent some 50,000 Paleostinians to Israeli hospitals.

Najjar said the Israeli Finance Ministry, which deducts funds for medical bills from taxes that the Jewish state collects every month on behalf of the PA, has declined to discuss possible solutions with Ramallah.

"We told Israeli officials that we want to find a solution for this issue, but they refused," he said, stating that the PA has paid some $100 million in the past year to Israel for healthcare bills. "So we decided to make this decision. We cannot allow Israel to take our money against our will."

Palestinians See Little Hope in Israeli Elections

[AnNahar] Tayseer Barakat is like many Paleostinians when asked about the upcoming Israeli elections. He doesn't see much hope.

"We have learned from past experience that we are always the victims of Israeli elections, and it doesn't seem there will be anything new," said 58-year-old Barakat.

"It is more than likely there will be no meaningful changes, despite our hopes that there will be something new to change the situation," he added as he walked with bags of groceries in Ramallah in the occupied West Bank.

"Our Hopes" as opposed to "the great steps we have taken towards peace". When reading The Arab Mind, one of the (many!) things that struck me was the idea that talking about something was the same as actually doing it. I see it again and again in the ME where loud bloviation and mustache-cursing takes the place of concrete action.

Reports: Islamic Jihad planning large Gaza attack to derail ceasefire talks

appeared to be planning to conduct a large-scale terror attack on the Gazoo border in order to derail ongoing ceasefire negotiations between Israel and Hamas, always the voice of sweet reason,, according to two Hebrew media reports.

The unnamed officials told Paleostinian affairs correspondents from the Ynet news site and Channel 14 television station that members of the Iran-backed group had been seen conducting "suspicious activities" near the security fence over the past day.

Paleostinian Islamic Jihad is the second-most powerful terror group in the Gazoo Strip, after the coastal enclave’s de facto rulers, Hamas, though it is believed to have a slightly larger arsenal of rockets and mortar shells, mostly locally manufactured varieties based on Iranian designs.

The group is also suspected of being responsible for a barrage of rockets fired at southern Israel in the predawn hours of Sunday morning, which struck open fields in the Eshkol region, causing neither injury nor damage.

According to Monday’s reports, the PIJ operatives along the border appeared to be preparing for some kind of an attack, though the details were unclear. The anonymous officials said it could be the firing of an anti-tank guided missile at Israeli troops; a large-scale improvised bomb attack; or some type of cross-border assault.

According to the anonymous officials, the Paleostinian Islamic Jihad’s Beirut-based leadership appeared to be trying to derail these ongoing ceasefire efforts with rocket fire and its planned attack along the border.

On Sunday afternoon, a mortar shell was launched from Gazoo toward Israel but it failed to clear the border and landed inside the Strip.

In recent hours, Israeli security officials have identified unusual activity by members of the Islamic Jihad's military wing in several locations along the Israel-Gazoo border fence. This activity could be an attempt to fire a missile such as a Kornet at an Israeli target, place explosive charges along the fence or even attempt to break through the fence to carry out a significant attack inside Israeli territory.

These preparations are being carried out under the nose of the Egyptian mediators, and as far as is known, Hamas is not even aware of this activity. It appears that the instructions for carrying out the attack were given to the group's military wing by the Beirut office of Islamic Jihad leader Ziad Nahala.

It is still not entirely clear why Islamic Jihad is interested in bringing about the total collapse of the arrangement currently being brokered by Egypt. It is possible that this is the organization's way of expressing dissatisfaction at what they are receiving as part of the agreement, or could be a directive from Iran, which funds Jihad, aimed at destroying the arrangement. Islamic Jihad is also responsible for the six rockets fired at the Gazoo border communities on Sunday morning.

Islamic Jihad denied the IDF claim. "There is no truth to these reports. From time to time Israel tries to create confusion in the Paleostinian arena, but these attempts will fail," the group said in a statement.

Two senior Islamic Jihad figures - Daud Shihab and Khaled al-Batsh - are members of the extended committee in the Gazoo Strip that receives updates from Egyptian intelligence about the progress of the negotiations. It is unclear whether they too are part of the plan to scupper the arrangement via a major attack.

Negotiations for the arrangement between Israel and Hamas are being conducted by General Ahmed Abdel Khalek, who holds the Paleostinian portfolio in Egyptian Intelligence, and the UN's Middle East envoy, Nikolay Mladenov, who met Monday with Hamas leader Ismail Haniyeh

As part of the negotiations, two crossings from Israel to the Gazoo Strip - Erez and Kerem Shalom ‐ have been reopened, while the supply of diesel to operate the Gazoo power plant has been renewed through the latter.

ELINT spy satellite gives India ‘considerable advantage' over China & Pakistan
The EMISAT radar imaging reconnaissance satellite will allow India to “easily” unveil the electronic warfare capabilities of potential adversaries, thus giving it an edge over Pakistan and China, a military analyst told RT.

The EMISAT satellite, which was delivered to orbit by the Indian-made PSLV C-45 on Monday, is a counterpart of the American Lacrosse/Onyx spy satellite. Radar imaging reconnaissance satellites like these “intercept radio signals and identify which radio-electronic systems are used in the designated area,” establishing their location, schedule of operations, and the frequencies they use, Khodarenok explained.

Sydney man pleads with Australian gov’t to return home from Syria
[ALMASDARNEWS] A Sydney man is pleading to the Australian government to allow him to return home with his wife and three children after spending several years living in the Islamic State

Mohammed Noor Masri, 26, told the Australian media on Sunday that he’s prepared to face a lengthy jail sentence in Australia for his "mistake" but wants his pregnant wife, who is also Australian, and their three young children, brought out of Syria.

Masri surrendered himself to the Syrian Democratic Forces (SDF) last month after the latter besieged the Baghouz Camp inside the Deir Ezzor Governorate of eastern Syria.

The Australian national claimed that he never hurt anyone while living inside the ISIS-occupied areas, adding that he was misled when he moved to Syria a few years ago.

"[I feel] remorseful, regretful. I mean, people make mistakes. And you have to pay the price for your mistake," Masri said.

"What do I think should happen to me now? Whatever God decrees. I’m accepting of that."

"I would prefer to be prosecuted in Australia or under international law because you have things such as human rights

and ... justice, so that would be the preferred option."

Masri insisted he traveled to Syria in January 2015 not as a terrorist but as a misguided devotee of a pure observance of Islam.

"I didn’t see the heads on spikes," he said, referring to the well-known practice in al-Raqqa’s main square.

"I didn’t see any heads or severed bodies and stuff like that. I wasn’t the type of person to be running around the shops too much ... and I don’t like to see beheadings. I don’t like to see those sort of scenes. Nor do I agree with it."

Masri said he worked in a hospital where his trade skills as a fridge and air-conditioning electrician were put to use.

Should Masri return to Australia, he will face at least ten years in prison for supporting a terrorist organization.
