Feds execute search warrants connected to ''massive scheme to defraud'' a Minnesota housing program
[ALPHANEWS.ORG] "Since Minnesota became the first state to offer Medicaid coverage for Housing Stabilization Services, dozens of new companies have been created and enrolled in the program. These companies, and the individuals who run them, have taken advantage of the housing crisis and the drug addiction crisis in Minnesota to prey on individuals who need help getting back on their feet as they recover from drug addiction," the warrant says.

"These companies and individuals do so by contacting Medicaid-eligible people in halfway houses and residential drug treatment facilities and offering to help them find stable housing. After registering these people to receive housing stabilization services, the companies fraudulently claim to provide dozens of Program service hours to their new ’clients.’ In reality, client after client has reported that they received little or no actual services or assistance from these companies. But the companies engaged in this scheme have received millions of dollars in Medicaid funds for housing stabilization services they did not actually provide," it continues. The search warrant was executed at several businesses Wednesday morning, including one in the Griggs Midway Building: Brilliant Minds Services LLC, located in Suite 120.

Records indicate that Brilliant Minds Services is owned by Khalid Dayib and Mustafa Ali. Before April 2025, it was owned by Dayib, Ali, and a third partner, Moktar Hassan Aden.

Records also indicate that Brilliant Minds received more than $2.2 million in funds for providing HHS services between September 2022 and April 2025—claiming to have provided services to 340 individuals, the warrant says.
That’s a healthy chunk of money to divide three ways. Did it all go for personal expenses, or did some of it flow in more interesting directions, whether political or jihad? Inquiring minds want to follow the money.
Yet, at least more than a dozen times, Brilliant Minds Services and another organization, Leo Human Services, received HSS payments on the same date—for the same recipient, according to the warrant.

The investigation into the billing and payments of these two providers indicated that ''such billing was duplicative and not allowable,'' the warrant says.

The investigation also revealed that people who supposedly received services from Brilliant Minds actually never did and had little interaction with them, according to the warrant.

In one case that was detailed in the warrant, Brilliant Minds ''fraudulently received about $2,000'' for services they claimed to provide to one individual. That individual said that ''she never received any HSS services from Brilliant''—except for ''one occasion when a person named Mohammed Mohammed'' came to her residence ''to drop off a vacuum.''

CTD guns down three terrorists in Bannu overnight raid
[GEO.TV] As many as three suspected Lions of Islam were killed in a late-night operation by the Counter Terrorism Department (CTD) of the Khyber-Pakhtunkhwa police in Bannu, officials said on Thursday.

A spokesperson for the provincial anti-terror police said the eliminated Lions of Islam were affiliated with the proscribed Gul Bahadur and Zarar groups.

They were identified as Mudassir, Turab, and Mohammad Hussain, the spokesperson added, saying all three, who were from Bannu, were wanted by the police for acts of terrorism.

After the successful raid, the CTD recovered explosives, automatic weapons, including a Kalashnikov and a pistol, as well as a cycle of violence used by the suspects.

Drone targets Duhok oil field operated by US firm
[Rudaw] An oil field operated by an American company in Duhok province was targeted by an explosive-laden drone for the second time on Wednesday amid increased attacks on Kurdistan Region’s oil sector.

The Erbil-based Directorate General of Counter Terrorism (CTD), also known as Kurdistan CT, said in a statement on Facebook that an oil field located in Duhok province’s Shekhan district was struck with an explosive-laden drone at 7:10 pm, local time.

"Apart from material damage, there were no casualties," added the CTD.

The oil field, operated by the American Hunt Oil, came under another drone attack earlier on Wednesday.

Kurdistan Region's natural resources ministry confirmed the attack, adding that the recent attacks on Kurdistan Region's oil sector has caused a "significant material loss." It condemned the attacks and reiterated its call on the federal government to take action to stop these attacks.

Several other drone attacks were reported in Duhok province on the same day.

SVT reported that Fawzi, 27, was arrested several weeks ago by local security forces in the Kurdistan Region, though news of his capture has only recently been made public.

Rudaw English reached out to Erbil police, but they were not immediately available for a comment.

Originally from Baghdad, Fawzi holds only Iraqi citizenship and was denied asylum in Sweden in 2015.

Fawzi is internationally wanted by Swedish authorities for allegedly ordering the murder of a father of three in Skurup, a municipality in southern Sweden’s Skane County.

Interpol has also issued a Red Notice for his arrest on charges including murder, conspiracy to commit murder, aiding and abetting, and weapons offenses.

Prominent Swedish daily Aftonbladet cited Fawzi’s lawyer, Tobias Guldstrand, as noting that he knew of his client’s apprehension "only through the media. I have nothing further I can comment on beyond that at the moment."

Widely known by his gang name Dybala, Fawzi reportedly implicated in several investigations linked to contract killings in Sweden. He is believed to be a close associate of Rawa Majid - dubbed "the Kurdish Fox" - who leads the Foxtrot Network.

Earlier this month, Ottoman Turkish authorities arrested Ismail Abdo, another Swedish gang leader and former associate of Majid. Five killed, two injured in ‘terrorist’ attacks on Rojava Asayish
[Rudaw] The Kurdish-led Internal Security Forces (Asayish) in northeast Syria (Rojava) confirmed on Tuesday that five of their personnel were killed and two others were maimed in a series of attacks by "terrorist groups" against their positions.

In a statement, the Asayish said that a series of "treacherous attacks" carried out by "terrorist groups" had targeted their positions, resulting in the deaths of five members in the Shaddadi area of northeastern Syria’s Hasaka province, and the injury of two others in the Tabqa region of northern Raqqa province.

Both Tabqa and Shaddadi are in areas administered by the Democratic Autonomous Administration of North and East Syria (DAANES).

TThe Asayish characterized the attacks as "a futile attempt to undermine stability and spread chaos" that "will not deter us from performing our duty." The Kurdish-led forces added that "extensive investigations" are underway to identify the perpetrators and hold them accountable.

in the Gulf of Oman for smuggling 2 million liters of fuel, the chief justice of Hormozgan province said on Wednesday, according to Iran’s semi-official Mehr news agency.

"During the continuous process of monitoring and surveilling suspicious fuel smuggling movements in the Gulf of Oman, officers inspected a foreign tanker due to its lack of legal documents regarding its cargo and seized it on charges of carrying 2 million liters of smuggled fuel," Hormozgan Chief Justice Mojtaba Ghahremani said, according to the report.

The judiciary official added that 17 crew members were arrested and that a judicial case was opened at the Jask county prosecutor’s office.

There was no additional information regarding the name of the tanker or the flag to which it is registered.

Iran, which has some of the world’s lowest fuel prices due to heavy subsidies and the plunge in the value of its national currency, has been fighting rampant fuel smuggling by land to neighboring countries and by sea to Gulf Arab states.

"The actions of fuel smugglers who, in coordination with foreigners, attempt to plunder national wealth will not remain hidden from the judiciary and punishment of perpetrators, if their crimes are proven, will be without leniency," Ghahremani said, according to the report.

Authorities are conducting laboratory tests and reviewing documents to verify the cargo’s contents and legality, the report said.

The seizure comes months after Iran’s Islamic Revolutionary Guard Corps intercepted two Tanzanian-flagged tankers allegedly transporting 1.5 million liters of diesel in the Gulf.

Those vessels were later transferred to the port of Bushehr for legal proceedings.

The vessels, the Sea Ranger and Salama, had 25 foreign crew members, according to Iranian media.

[Ynet] Israel has issued another warning to the Syrian regime and reinforced its military presence along the northern border as tensions continue to escalate over the deadly crackdown on Druze civilians in Syria’s Sweida province.

According to the latest figures, 248 Druze have been killed since the outbreak of violence, which peaked when forces loyal to President Ahmad al-Sharaa (also known as Abu Mohammad al-Julani) entered Sweida — marking their first presence there since the fall of the Assad regime.

Starting Tuesday, the IDF deployed reinforcements to the Syrian border, including a company of Golani infantry cadets, three Border Police companies, and military police units. The move is aimed at addressing potential border protests like the one seen Monday in Majdal Shams, and not counterterrorism scenarios. The IDF requested additional police reinforcements for the area but has not yet received them.

Northern Command expects more demonstrations and attempts to breach the border fence by Druze citizens from northern Israel. Syria announced it had begun withdrawing its army from Druze-majority Sweida city on Wednesday night after agreeing to a new ceasefire that it said would bring a complete halt to its military operations there, even as some Druze leaders rejected the arrangement and Israel vowed to protect the minority.

The announcement came after US Secretary of State Marco Rubio said parties to the sectarian conflict that has raged since the weekend “have agreed on specific steps” for a truce. A previous truce announced Tuesday appeared to have little effect on the ground in the southern region, where more than 300 people have been killed, according to a monitor.

According to the text of the new ceasefire agreement, published by Syria’s interior ministry, there will be a “total and immediate halt to all military operations,” as well as the formation of a committee comprising government officials and Druze spiritual leaders to supervise its implementation.

The country’s defense ministry later said it had “begun withdrawing from the city of Sweida in implementation of the terms of the adopted agreement after the end of the sweep of the city for outlaw groups.”

The ministry’s statement made no mention of the withdrawal of any other government security forces deployed to the city.

Syria’s President Ahmad al-Sharaa, head of the former al-Qaeda affiliate that toppled the country’s longtime leader Bashar al-Assad in December, condemned the violations and vowed to punish the perpetrators.

“These criminal and illegal actions cannot be accepted under any circumstances, and completely contradict the principles that the Syrian state is built on,” he said in a statement Wednesday.

SYRIAN WITHDRAWAL
In a video carried by Syrian state television, Sheikh Youssef Jarboua, one of Syria’s three main Druze spiritual leaders, read out the 10 points of the ceasefire agreement, which also included “the full integration of the province” of Sweida into the Syrian state.

Until now, Druze areas have been controlled by fighters from the minority community. After Assad’s ouster, some Druze fighters said they were ready to integrate into the new security forces.

The text of the ceasefire indicates that no harm will come to civilians or their property, after witnesses and a monitor reported abuses in recent days including summary executions and looting on the part of government forces and their allies.

It also indicated a joint committee of Druze and the regime would be established to investigate the “crimes and legal violations” that occurred during the events in the area. All detainees arrested during the unrest would be released, according to the agreement as read by Jarboua.

SOHR that since clashes erupted on Sunday, 79 Druze fighters were killed along with 55 civilians, 27 of them in “summary executions by members of the defense and interior ministries,” while 189 defense and interior ministry personnel and 18 Bedouin fighters were also killed. Earlier, the monitor had said the death toll was 300.

According to SOHR, which relies on a network of sources inside Syria, 15 defense and interior ministry personnel were killed in the Israeli strikes in southern Syria. Additionally, Syria’s Health Ministry said that a series of Israeli strikes targeting the army and Defense Ministry headquarters in Damascus earlier Wednesday killed one person and wounded another 18.
