Perhaps, just perhaps, the public school population is down because parents with the means have either moved out of the district, or sent their kids to private/Catholic schools. Like Yogi said, "Nobody goes there anymore, it's too sucky".

#3  If federal funds are allocated, there ought to be an audit to make sure the intent gets accomplished. Sounds like the USAID auditors need to be either LGBT or at least curious, otherwise the audit process will be pretty onerous.
