| #4 That is a paraphrase of a comment in the Babylonian Talmud. It appears first in Tractate Berachtot 58 and later with slight changes in two other places. The context is that this is the duty of an individual. How it applies to communities or a nation is discussed in later commentaries. For example Maimonides discusses at length the conditions under which a town may defend itself on the sabbath. |
