UN condemns deadly device explosions in Lebanon as violation of international law

The UN is an awfully big organization. Who exactly says this, and what power do they have to do anything about it? I’m willing to bet the answers are nobody in particular and none.
And so it proves. The Times of Israel adds:
“International humanitarian law prohibits the use of booby-trap devices in the form of apparently harmless portable objects," the UN’s High Commissioner for Human Rights, Volker Turk, tells the Security Council, adding that it "is a war crime to commit violence intended to spread terror among civilians."

But it took out military targets that hide among civilians which is itself a war crime.
