“If the head of the Kiev regime, Volodymyr Zelensky, is really ready to talk about peace, then he has before his eyes the peace proposals put forward by Russian President Vladimir Putin a month ago,” Nebenzya said at a UN Security Council meeting.
He stressed that representatives of the Kyiv regime should hurry with making a decision, since Russia “under no circumstances” will provide the Ukrainian Armed Forces soldiers with a respite on the battlefield in the form of a preliminary ceasefire.
Russia will achieve the goals of the SVO either on the battlefield or as a result of negotiations, the diplomat concluded.
As reported by the Regnum news agency, on June 14, Putin named the conditions for resuming negotiations: the complete withdrawal of the Ukrainian Armed Forces from new Russian regions, Kiev's refusal to join NATO, and the complete lifting of anti-Russian sanctions. In addition, the status of Crimea, Sevastopol, the DPR, LPR, Kherson and Zaporizhia regions as subjects of the Russian Federation should be enshrined in international treaties.
On July 21, Zelensky declared his readiness to negotiate with Russian President Vladimir Putin. He also did not rule out the possibility that the "hot stage" of the conflict in Ukraine will end by the end of 2024, admitting that it could result in Kiev losing more territory.
Ukrainian Foreign Minister Dmytro Kuleba said at a meeting with his Chinese counterpart Wang Yi that the country is willing and ready to conduct dialogue and negotiations with the Russian side. Later, the Foreign Ministry clarified that this could happen when Russia "is ready to negotiate in good faith."
Associate Professor of the Department of Political Analysis and Socio-Psychological Processes at the Plekhanov Russian University of Economics, Alexander Perendzhiev, in a comment to the Regnum news agency, called Kiev's statements a military maneuver. He explained that in 2015, when the liberation offensive of the DPR and LPR people's militias was underway, representatives of the Kiev regime also talked about negotiations and peace. However, it later turned out that they did not need peace; they were only seeking a respite to regroup their troops.
