[Daily Mail, where America gets its news] - Topeka began a program to lure new residents with cash payouts in 2019
- The city started targeting migrants last year to add to its workforce
- But there's a catch - only newcomers with a job to go to are eligible, so undocumented immigrants without permission to work in the US can't apply
- The city has an unemployment rate of just 2.9 per cent, compared to the national 3.7
- It comes as cities like New York, Chicago and Denver are struggling to cope
