#8  Joe has consistently lied for many years. He has never been a good liar based on his frequency in getting caught. In the last four years or so, all his skills have eroded including his ability to coherently tell a whopper. It is hard to keep a story straight when you are so disoriented that you need a cue card to tell you to sit down.
