The ban has reportedly led to a drastic reduction across Afghanistan in the planting of poppy flowers, which produce opium, the raw material for heroin. #2  Eradicate the CIA, designate the cartels as terrorists and finish the wall. That is where I would start. The War on Drugs is a joke with the CIA still around.
