#4  Doesn't seem that hard to handle. Diesel as motor fuel is taxed differently from heating oil. Tax the juice going to charging stations differently from that going to non-automotive use. I'm sure there is a tech solution that could be applied to charging from an outlet at home too.

#3  Murcek that would be based on the greater weight of e-cars, which I believe is true. As with commercial trucks, indeed there is greater wear/tear on roads from heavier vehicles. Suppose the surtax would be to capture some of the "user fee" element of gas taxes, which e-cars obviously "evade" because of the way they are powered.

#2  I've read e-cars are actually harder on the roads than ICE vehicles (as with 99% of what I read nowadays, I assume it may not be true)

#1  I probably pay more than that per year in gas taxes. It's for the roads dontcha know. Everyone has to pay.
