| #1 ...No, that won't make things worse, not at all. One good thing, though - IIRC, nations who are signatories to the ICC are supposed to apprehend people with ICC warrants on sight. Now, quite honestly, I don't think Volodya will leave Russia again in this life, but if he does no nation on Earth is going to be stupid enough to try and enforce that warrant...which will pretty much make clear just how fictional the ICC's authority is.
