The active uplink commands the orbital unit to remain in orbit. Should the command not be received in a timely fashion or an expected coded sequence fails, the unit de-orbits on a pre-planned trajectory.

For example, the continuous signals from WWV, et. al.

This strategy reacts to both ground station destruction and signal jamming at either end of the command chain.

There is some speculation that the X-37B shuttle missions may have reprogrammed these controls.

#2  Naive, if you are wondering.

Be good to watch if they are emitters or inert orbital reentry masses.

Curious if they have 'active deadman' uplink controls.

Have to wonder, with each new Sat Launch, how many could be High Altitude Electromagnetic Pulse (HEMP) or High Power Microwave (HPM) Devices weapons awaiting activation.
