Western countries have gone out of their way NOT to provide the Ukrainians with weapon systems capable of striking Russia directly. So they are building their own.

This will not change the tides of war overnight, especially since Russia has never backed down from a fight without losing at least half a million men first. However, it does present an interesting opportunity for the Ukrainians.

By targeting Russia's nexus points (i.e., oil refineries), the Ukrainians could eliminate Putin's economic ability to sustain its military complex. Then we'll have a much more interesting conversation to have.

#3  It is not. No other government other than China has an expansionist policy. These weapons and tactics are irrelevant to the upcoming Taiwan invasion. This is a globalist gambit to tighten control in Europe. Governments are seizing control of food production- see Germany and Holland. It is also a giant money laundering operation in replacement of Afghanistan. Notice that more and more money is demanded and all auditing requirements are rejected.

In a large way I would say, "Yes... partially". Most of these weapons have either low conflict use or no use (aka Afghanistan or White Sands). It is nice to see it in a high conflict zone where it gets used as designed and see if it holds up.

But on the other hand, these are weapons that have little escalation risk as they influence only the tactical theater. HIMARS are the closest to upsetting the applecart so to speak with their long range. We give them weapons they can use to bleed the Russians, but not piss them off to push the button.
