The head was left on a cardboard placard with a message apparently signed by the Jalisco New Generation Cartel (CJNG), one of the most feared cartels in the world headed by El Mencho, the most-wanted person in Mexico. The message named an adversary belonging to the Operativo MZ cartel and read: 'The next head is yours.' The victim has not yet been identified and the rest of his body has not been found. Zacatecas has been the scene of a bloody, extended turf war between local gangs backed by the Sinaloa and Jalisco drug cartels. Drug cartels in Mexico frequently leave notes alongside heaps of dismembered human remains, as a way to intimidate rivals or authorities. El Mencho is not only wanted by Mexican authorities but also the Untied States government, which is offering a $10 million reward for information leading to his arrest and/or conviction. Under his leadership, that Jalisco New Generation Cartel has a presence in 32 states throughout Mexico and the nation's capital, Mexico City, the Drug Enforcement Administration noted in its 2020 National Drug Threat Assessment Report. The cartel also expanded across the border to 11 states in the United States, including Hawaii, and the U.S. territory of Puerto Rico. El Mencho's American-born daughter, Jessica Oseguera, was released from a California prison in March, after serving 25 months at a low-security federal prison. She pleaded guilty in March 2021 to laundering money for the criminal organization. El Mencho's son, Rubén 'El Menchito' Oseguera, is currently in U.S. custody facing gun and drugs charges that could land him in jail for more than 15 years. Authorities considered him the heir to the cartel's throne and was the organization's second-in-command prior to being arrested by Mexican security forces in June 2015. He was extradited to Washington in February 2020.
