"Mobik" = "mobilized." Primorski krai is where they keep Vladivostok, which is as Far East as you can get.
According to the internet, mobik is a derogatory term for low quality military conscripts.

#2  If you think about it, it’s surprisingly efficient that they have guys enroute to training less than a week after making the announcement. If the US were to “mobilize” it’d probably be a month before the first trainees started trickling in - at best.
