#2  I recommend Lee Correy's Manna(1984) where the orbiting solar powersats were being diverting to stealthed high-energy laser weapon satellites... Lee Correy was a pen name used by G. Harry Stine for his fiction. Book was also about a Libertarian state in Africa bucking the established power structure.
