#3  Have you heard of the Iron Law of Budgeting? To avoid bureaucratic infighting erupting into messy public squabbles the bean counters divided the Budget Pie into thirds -- the Air Force gets a third, the Army gets a third and the Navy gets a third (roughly). It may not win wars but it makes it safer from career ending turf fights.

#1  The main problem? Politicians want their boondoggle projects regardless of how it affects military efficiency and capability. Case in point: SLS, The Senate Launch System, A.K.A. Sen Shelby's Rocket.
