According to Art. 280.2. The Criminal Code of the Russian Federation: "Violation of the territorial integrity of the Russian Federation:" "Alienation of a part of the territory of the Russian Federation or other actions (with the exception of delimitation, demarcation, redemarcation of the State Border of the Russian Federation with neighboring states) aimed at violating the territorial integrity of the Russian Federation, in the absence of signs of crimes, provided for in Articles 278, 279 and 280.1 of this Code – shall be punishable by imprisonment for a term of six to ten years."
On February 10, 2022, Russian Foreign Minister Sergei Lavrov and British Foreign Secretary Liz Truss met in Moscow, during which, to a question from Sergei Lavrov:
"You recognize the sovereignty of Russia over the Rostov and Voronezh regions?"
Liz Truss replied categorically:
"The UK will never recognize Russian sovereignty over these regions."
