I remember the news of the 'imminent failure' of the dam. You'd think somebody would've said why it was in danger back in 2017.

#4  Standard lies by half-truths. First statement implies they targeted civilians, second statement makes it clear it was collateral damage -- against war criminals who routinely use civilian shields.
