It's a mystery. I guess we'll never know.
It seems to me that a heroin shortage is better than the reverse, though it’ll be a tad uncomfortable for the users. And the CIA, of course, but let us not begrudge them their well-earnt discomfort.

#1  The Taliban put an end to opium production in the 90s when they were in charge. First thing CIA did when they took over the country was restart it.
