#1  You know, there are enough guys in the US military who grew up in poor areas of the Appalachians who could have told the politicians, diplomats and brass that the population in the Stan would be "backwards, resistant to change, set in their ways," and that trying to get a result that ran counter to that was a waste of time. But that's not how the decision matrix is wired.
