#5 Phoenix has stormwater sewer, it may be underused or underbuilt due to the rest of the arid weather, but they do have it. I suspect the washes get overloaded |

#4 Remember also that Phoenix has no storm sewers at all (because most of the time you don't need them.) So when rain falls, there's nowhere for it to go but evaporate back up into the atmosphere. |

#1 When I lived there 35 years ago, I was told the "monsoon season" was when the dew point exceeded 50%. The swamp coolers were ineffective, too. |
