On Sunday, Capito said she remained hopeful the two sides can move closer to agreement.

Simple:
Set minimum acceptable Road Standards that the states must maintain or lose funding.

Use the Federal Gas TAX ONLY for roadways.

Place any state or federal official abusing the funds in prison for 10 years w/o parole, with a requirement to be part of the Trash pickup gang 3 days a week.

He is, however, a weasel and a liar. He knows the infrastructure proposal is underfunded but he is loyal to the progressive ideology.

Where he is delusional is in his belief that more funding for transit will make transit attractive and efficient. You would think that he would be familiar with the Calif High Speed Rail project and the NYCity 2nd Ave Subway (the latter horror show gets no national publicity, basically 10 years to build 2 miles with 3 stations costing $4.5 billion).
