| #1 By any prudent cost/benefit analysis, given the Minneapolis conundrum, any foot pursuit that might result in any hazardous outcome for the perp unless involving imminent violence to others would be considered foolhardy. When in doubt, don't, and use the obvious uncertainty of outcome as an excuse. Voila. the SFPD outcome, armed report writers in a mobile office. Welcome to the 3rd world citizen! |
