[LIBYAALAHRAR.NET] The Head of the Libyan High Council of State, Khalid al-Mishri, said it was necessary for all foreign mercenaries and outlaw forces to be withdrawn from Libya before speaking about previously-signed military agreements. Al-Mishri added in a meeting with the UN envoy to Libya, Jan Kubis, that he was concerned about Khalifa Haftar ![]() forces’ prevention of the Government of National Unity from convening in Benghazi, adding that the government wasn’t able to grip the entire country under its control and that Haftar "doesn’t answer to any authority in Libya which threatens the holding of general elections." He also said that the pro-Haftar mercenaries are the main hindrance to reopening the coastal road, adding that solution in Libya "comes via elections that should be held after carrying out a constitutional referendum." Al-Mishri urged the Chairman of the High National Elections Commission, Emad al-Sayeh, and the members of the commission to avoid political debates as they represent a neutral body.
