Maybe the aircraft was targeting the Frigate, to keep an eye on it, and the missile picked up on it.
Not a military person myself...

#2  Shitty Russian quality control. My guess is the booster rocket thrust vectoring controls got stuck after actuating to tip the missile over.

The Russians also like to cold launch missiles (not in this case). One of the hazards of cold launch missiles is it falling back on you if it fails to ignite.
