It may be true that no region is spared, some are doing much better than others. Iceland and New Zealand are doing pretty well without much vaccine (being islands). Some of the high vaccine countries are doing well. Chile, with a relatively high vaccination rate (about 35%) is suffering a surge (they use the Chinese vaccine). Poland is suffering a big surge with no big vaccination program. India is now suffering a big surge and has bought 100M doses of the Russian vaccine.

Among the States in the USA, nobody has conquered the problem but some are doing pretty well, some are hurting a lot.

Regarding lockdowns, some lockdowns seem to have worked (Israel and New Zealand) some seem to have been futile.

It will take years before we even half understand this virus.

you don't really know how accurate their reported metrics are but if they are accurate things are pretty bad there

new infections went from about 8k in late March to 22k yesterday

deaths per day from about 100 to 200 in same time frame
