#2  There was a senior UN bureaucrat that got the nickname "Mr. Ten-Percent (10%)" because that was the amount of disaster aid funds that "disappeared" in his office. Nice job if you can get it.

#1  Create a problem and then throw money at it to solve the problem. However, the problem never gets solved but the money keeps getting thrown at it nonetheless. Question is "Who gets the money?"
