It's been a Leftist state controlled by the nastiest criminal clans since independence, and even now the administration is too weak to enforce much. A mass culling would be required there, in order to make it less criminal in fact. The gun laws in India, the price of hardware, import duties on foreign weapons is such that not all can afford anything much beyond a little wood handled pipe with a 303 cartridge in it, if not a bow and a single arrow.
