I wonder if it's tied in with this? Also, Russia is shipping trains worth of weapons through Iran to Armenia. There are massive protests against it by the Azerbaijanis who live in Iran. According to Wikipedia and how it's counted between %16 to %22 of Iran's population is of Azerbaijani ethnic background.
