#3  Sometimes a commander screws up so you fire him unless he's protected/connected.
Sometimes stuff just happens...so you fire the commander.
Sometimes higher screws up and the inevitable happens and...you fire the commander and allow him to finish up for his pension on the grounds he keeps his mouth shut.
