#3  If I was a business owner in any of these fucked ratholes I'd just take a massive loss and pump it through my Federal 1040 as a net operating loss, then move on for greener pastures. Given the current audit environment and the lack of audit prowess with current Federal (probably most states as well) auditors, I'd doubt it gets challenged and you'd have ample proof of monetary loss if they did.
