#4  Maybe just rip all advertising from media. Create a couple companies that can only remain chartered by taking ads from all comers (excepting obvious scams)

Make the electronic and print media go full subscription and see how that works out for them.

This is akin to breaking "college sports" away from learning institutions because the legitimate connection there is tenuous at best.
