| #1 Suggestion from a former colleague: The Police (State or Federal) need to do what the Bavarian Polizei did about 1985. The "greens" were "protesting" a nuclear reprocessing facility way out in the boonies. So the Polizei (knowing a major demo was planned for the Easter holiday) called for all the other states to send their "about to expire" tear gas and pepper spray "for disposition". When the trouble started, the Polizei deployed it all. Every canister. Every shell. All directly on the "Protest". The demo was over as soon as it started. That was the last Easter march. Ever! There is a hell of a difference between a "whiff" of gas (which you get in Training or most "kinder and gentler riot control activities" and a bath in / lungfull of the stuff. And all the states avoided having to pay to have the materials disposed of. |
