| #3 I'll settle for - if you allow the barbarians to burn or loot a person's home or business, all property taxes are suspended till its rebuilt or restocked. That'll leave a mark. |

| #2 The usual way to manage such liability is to make potential office holder purchase a bond or insurance against the possible bad outcome. It will, by the nature of the size of the potential losses, be very expensive and contingent on their signing an agreement to take all available and necessary measures to prevent the loss. |
