Nations are coalitions of interests. The moment commonalities are exceeded by differences - that's the inception of the potential for civil unrest. Given the amount of carnage such conflicts entail, it takes a huge amount of additional stress to push that all the way into civil war. In places like Afghanistan, Iraq, Lebanon, Syria, Libya and the Congo, those stresses have been exceeded, and then some.

You've just put your finger on the principal reason rulers tend to want their populations to speak one language, adhere to the same religion, etc. Knocks out one source of trouble. Not so much because it might directly lead to regime collapse, but because the attention and resources devoted to crushing that revolt opens up opportunities for both internal (at both the grassroots and elite levels) and external enemies.

#1  *Every* political movement composed of more than a handful of family members is a coalition of interests. And even family members fall out.

Haftar, the LNA chief, is leading the Arabs in Libya vs all the other ethnicities (Turks, Berbers, et al). He's probably hoping intra-mural GNA hostilities, which may also be an ethnic falling-out*, not only persists, but gathers momentum.

* Sudetenland Germans chafed against Czech rule back in the old Czechoslovakia. Many actively assisted Germany before, during and after the German annexation of Czechoslovakia. They were expelled to Germany in the post-war era.
