This would be the young gentleman described yesterday as 25-year-old Libyan national Khairi Saadallah, who arrived in England as an asylum seeker some years ago. MI-5 took an interest last year when it looked like he planned to go a-jihading abroad, but they concluded he was not serious. The BBC adds:
Counter Terrorism Policing South East (CTSPE) said a 25-year-old man from Reading, who was arrested initially on suspicion of murder on Saturday, has now been re-arrested under Section 41 of the Terrorism Act 2000.

Sounds like our own FBI. They should know by now that when Arabs are involved, it's better to be safe than sorry.
