#1  Ironically the order does no such thing. To be able to apply for a domicile certificate (permanent residency) in Jammu and Kashmir,and be eligible for a job in the government service, the order requires the applicant to have lived in the state for 15 years. It is actually easier to become an Indian citizen than to become a permanent resident of Jammu and Kashmir. India does not practice demographic invasion.
