Come on, you could consolidate most of New England into one larger administrative subunit. Delaware and Maryland could be absorbed by a larger neighbor. And Wyoming, more Senators than representative is just ripe for division between its neighbors. Right? (/rhet question)

Not sure ANY medical entitlement is currently in the constitution, but I suppose the Federal education bureaucracy is a similar subsidy monger.
