ISIS has changed tactics, returning to guerrilla warfare instead of ruling vast tracts of territory. Not at all the same thing.

In 1995–1997, Daalder served as a director for European Affairs on the National Security Council staff under President Bill Clinton, where he was responsible for coordinating U.S. policy toward Bosnia.

Daalder was U.S. Permanent Representative to NATO in February 2011 when the Libyan Civil War began with uprisings against Muammar Gaddafi in several cities, followed by a military crackdown by the Gaddafi regime. (...) Daalder then led U.S. efforts to persuade NATO to take over command and control of the operation.

#4  The same group who said: "Poll: Majorities of Americans Support TPP, Say Trade is Good for US Economy." According to fake polls, Trump was said to be going to lose in 2016 but won. He was against TPP. He mentioned this often in his rallies. It appears that the Chicago Council on Global Affairs is an organ for getting out Dem policy talking points.
