#3 Take an unused military base (with fence and gates), A'stan etc., invite all addicts to come partake for free, as long as they don't leave. Offer rehab for those who would prefer to leave alive. |

#2 We used to have laws against certain narcotics and against vagrancy as well. Violate those laws and you get locked up. Other than California becoming a one-party state controlled by Democrats, I don't know what has changed. |

#1 Actually one of the very few reasonable initiatives out of SF pols I've heard in a while. The critics should either open their homes to these poor 'unfortunates' or shut their pieholes. Bets are that it will never get off the ground. |
