Knife the mailman...communications, payments, bills are all delayed in that delivery region, and impact cascades upwards. Knife 20, businesses become impacted and the legal system is overwhelmed with 'alleged' perpetrators.
Break the signal system at a heavily traveled intersection, snipe the repair team, snipe the accident response teams, block traffic in that control region. Do 20, on the route to the airport...no bullets(?) launch acid filled water balloons on the crowds. |
