| #2 I don't know the full picture here (its beyond any one person's grasp anyway) but the limiting provisions of this bill probably do not apply to funds authorized by other acts or maybe only apply in narrowly defined areas. Similarly, future authorizations would not, unless specific to the legislative language, affect the limitations of this 'compromise' bill. Furthermore, the limiting language may not be as limiting as it seems. For example, requiring consultation does not mean the same thing as requiring agreement. |
