President Trump can only do so much to roll back Obamacare with his phone and his pen. There will have to be a bill or a series of bills from Congress for him to sign. Given that politics is the art of the possible, it is guaranteed that none of them will be perfect -- but it is likely all will be better than Obamacare. If this is the GOP's opening gambit, then they're even dumber than I thought.
