#5  Almost certainly, or the attackers would also be seriously dead. As it is, apparently one of them was very ill immediately after the event. But not both. Which is consistent with binary application. The first attacker would be fine, the second though would be exposed at least to some of the poison.

#2  yep, to include someone close enough to administer it as a spray and personnel responding to the immediate location of the victims. Requires decontamination protocols and personnel.
