I heard an addition to that one lately that seems to apply to the Welfare mantality.

"Give a man a fish (welfare) and he'll eat for a day, teach a man to fish (work) and he'll eat forever" sit in a boat all day and drink beer.

Welfare is just as addicting as crack.

Besides, it's much easier to threaten the livelihood of people who are entirely dependent on you then working people if they don't vote a certain way, or think a certain way. Which is why politicians are so reluctant to reform it and it is considered mandatory spending.
