#2  Chad has an army, composed in the main of Toubou and Zaghawa tribals from the north and northeast, who will not only fight, but love to fight.

#1  Yes, tw, Chad does have oil revenue. Not huge, but significant. We used to operate a big field there with Exxon, but sold out our interest. Sudan is another trouble spot with surprising oil revenues (also from a field we sold out of). As is so often the case, the oil seems to be a big part of the problem, rather than of the solution....
