has agreed to have its police department overseen by an independent monitor and subject its officers to strict and explicit new rules on the use of force, under a settlement with the Justice Department that was announced Tuesday.
Meaning the administration has caved without the impetus of a few days of riots...
The agreement, which follows the Justice Department's finding that Cleveland police engaged in unnecessary and excessive use of force, imposes some of the toughest standards in the nation on the department. It lays out an array of prohibitions in an effort to reduce violent encounters between the police and the community -- particularly its minorities -- and ingrain "bias-free policing principles" throughout the department.

The police department, according to the agreement, is now expected to "deliver police services with the goal of ensuring that they are equitable, respectful, and free of unlawful bias, in a manner that promotes broad community engagement and confidence."

#8  "promotes broad community engagement and confidence" Unfortunately this pre-supposes a community capable of being engaged and confident. Not sure if there is enough of that capability in Cleveland.

#7  Rural western, Midwest and Texas cops probably were raised with guns in the house. Probably learned how to shoot at an early age, too. Probably paid for ammunition out of their paper route or other childhood work earnings.

Probably learned how to not waste ammo.

Eastern cops, not so much.

In a disagreement between a member of a protected class ans a nonmember, the protected class person is always right.

Even when they are both members of a protected class, it's Whitey's fault!

#3  I hope that the police, that don't quit, pull the old "work to rule" maneuver so beloved in the unions.

Basically that means don't do diddiiy squat and let the chips fall were they will. (see also David Clarke)
